North Dakota Automobile Insurance Plan

The North Dakota Automobile Insurance Plan (NDAIP) was created to provide automobile insurance coverage to those eligible risks who are unable to obtain coverage in the voluntary market. This Plan became effective on June 1, 1945.

All insurers writing automobile insurance in North Dakota are required to participate in the NDAIP by subscribing to the Plan.

All agents and brokers holding a valid license to transact automobile insurance in the state of North Dakota are eligible to submit applications to the Plan.

Applicants must declare and certify that they have tried and failed to obtain automobile insurance in North Dakota within the preceding 60 days and have been unable to obtain such insurance at rates not exceeding those applicable under the Plan. Applicants must have also have a valid drivers license or be eligible to obtain one through a filing. For further information, consumers should consult their agent or broker.

AIPSO's Office Schedule: November 28-29

All AIPSO offices - the Johnston RI home office, Mayfield Heights OH office, regional offices, and remote offices - will be closed on Thursday, November 28 and Friday, November 29 in observance of the Thanksgiving holiday.

All AIPSO offices will open and resume regular business hours on Monday, December 2.

Personal auto policies to be issued in the name of the North Dakota Automobile Insurance Plan starting April 1, 2024

Effective April 1, 2024, personal auto policies will be issued in the name of the North Dakota Automobile Insurance Plan.

On January 1, 2020, the North Dakota Personal Automobile Insurance Procedure (PAIP) was implemented to replace the private passenger direct assignment mechanism. The PAIP, a pooling mechanism, was approved to handle private passenger risks. At that time, AIPSO with a licensed insurance company was appointed as the service provider. These policies were issued with National Specialty Insurance Company as the insurer.

Subsequently, legislation was presented to the North Dakota legislature, approved, and enacted effective August 1, 2023. Enactment of that law now allows the Plan to issue policies in its own name.

Existing in force policies with National Specialty will be nonrenewed 30 days in advance of policy expiration. The insured will have the option to (1) shop the voluntary market, or (2) to apply back to the Plan.
